A Secret Plan

Anyone who's been keeping up with the competitive scene can tell you about Zoodiacs - the tier 0 OCG deck that 9/10 tournament placing players are using in Japan. Yes, it's that good. With a deck revolving around a completely abusable 1 card combo, it's guaranteed that the TCG will feel the deck's strength soon once it's released in Raging Tempest in February.
Of course, we are also expected to get some TCG exclusives in Raging Tempest. Is it possible that Zoodiacs won't be as dominant in the TCG as they are in the OCG? Unless something drastic occurs, we're likely to face the same fate. But I have a feeling that may not be the case.
Konami doesn't necessarily like Tier 0 decks, as evidenced by their sometimes drastic ban lists. A Tier 0 format isn't good for Konami, as it often discourages less competitive players from wanting to enter the dueling scene. If their deck doesn't even have a chance to compete against the Tier 0 deck, why would they ever want to play? If they didn't want to play, Konami's sales suffer.
Of course, the competitive scene will be buying packs like crazy, trying to get their own Tier 0 deck. However, the reality is that the competitive scene makes up so little of the total Yugioh population that this doesn't make financial sense for Konami to encourage a Tier 0 format.
So how will Konami avoid such a format? One way is by introducing a ban list to prematurely weaken the deck. However, seeing as how the majority of the Zoodiac deck will be released in Raging Tempest, that's not an option they can really proceed with. They could take off some cards on the ban list to try to allow other decks to compete better, but it would take a lot of cards to really make a noticeable difference.
What I think may instead happen is a TCG exclusive card (or cards) that allows an existing Archetype to step up and compete. Of course, I'm talking about SPYRALS, the TCG exclusive deck that easily has the potential to become a Tier 1 deck. They have a searchable Premature Burial, a Terraform-searchable ROTA for all of their monsters, and a recurring monster that can search any of their Gear cards. What they're really missing is a way to remove threats on the field, and some sort of win condition, which could easily be remedied in Raging Tempest.
Quik-Fix is such an amazingly strong and abusable card with loads of potential. All the deck needs is some more strong Gear cards, and the deck could easily take off. Best of all, the deck is amazingly cheap. As it stands, Super Agent is around $4 (click here to get it now). This is in stark comparison to what it was over a month ago at $20 over the news of its newest Archetype releases. Should they get abusable future support, you can bet that Super Agent will spike past $20 once more.
